missing powers in read me #20

while looking into the read me i noticed that the list of powers was incomplete for the city of tears, as there are only 10 noted while i can see through the greater mind in-game that there should be 11.

also missing is a power from the resting grouns as apparently there is supposed to be 2 even though only one is included in the read me

Since this mod going through an overhaul right now, I'll adjust the readme anyway once its done. I'll add that to the list
