Group management (mass orchestration)

The orchestrator needs to have a concept of groups of machines, to enable mass startup & graceful shutdown

• [ ] Build cache of machine-ids etc.
• [ ] Graceful starting of all machines
• [ ] Graceful restarts of failing machines
• [ ] Graceful shutdown of all machines
