Add Github Pages config for hosting Doxygen doc. #142

We can host Doxygen doc at a URL like:

https://ldmxanalysis.githubio.com/ldmx-sw

The instructions indicate that the existing ldmx-sw/doc directory can be used for this.

Example here:
