Make an HMCode emulator to accelerate 3x2pt chains.

The goal is settle on the settings we need in the P(k) training data in coordination with the forecasts topical team, produce the corresponding ini files, make the training set for the emulator and share.

Thanks for specifying the zoom link but for the sprint week, we will use one of the links listed on the Confluence page. Depending on the physical room at SLAC, you'll need to pick one appropriate. Also, make sure you're not posting the password embedded links publicly here (I removed the one that was posted here - I didn't check if that is one of the listed ones)
