Making the WLMassMap package public ?

@joezuntz @mdschneider Do we want to keep this code private or would we be OK with making it public ? we could also take out any HSC related things and put them into a separate private repo if need be.

Reasons why we might want to keep it private:

• People might be reluctant to include some private software
• 0.001% chance that someone would write a paper with it before a DESC paper

Reasons why we might want to make it public:

• Way easier to integrate with Dockerhub and Travis CI

It is also only really useful if the other bits and pieces of the uber-pipeline are public (is that something that may happen ? @rmandelb )
