Feedback when call successfully filled out #49

We need some kind of final feedback when the call is good.

Challenge - we save panels frequently. How do we know when we're really done?

Could use "Update Panel Selection" button at the bottom, but... should be used many times as well
Should just have another functionally equivalent button but which also sends an email, says "I'm done"?

More specific, confusion seems to rest around getting back to the same page when updating panel selections - a simple count of saved panels at the bottom might be sufficient.

Insufficient; complaints about no page after the panel info page. So, should add one more page with a "thank you" on it, and progressive enhance to a popup message at top of screen that says the information is saved or something.
