Time forfeit for longer (but not shorter) sudden death / no increment #886

In light of #884 and split from #688. @Ipmanchess ran some 1m+0 games with the time management refactoring and there were 2 time forfeits out of 50 games. The claim is that 1s+0 results in no time forfeit but longer total time starts running into this problem.

PR884 was just checking TM ..crem would like to know he didn't damaged anything..but it act same..so it's ready for his next step.. was just to show how easy you can detect problems in Lc0 with Sudden Death games .. you have to know when i test 1s+0s games Lc0 never get losses on time!! it's when you use more time like 1m+0s it get losses ,but it shows clearly the problems ..while in 1s+0s it's constandly in panic mode ,but that's then for both engines.. Gpu delay ,i use MoveOverhead = 0 (default is 200) like that i don't see TF's in these 1s+0s games!

Assuming 1s+0 indeed doesn't result in time forfeit, one would think 1m+0 should eventually play as if the original time was 1s after 59s has been exceeded. So seems like there's a clear bug if that isn't the behavior of lc0.

Looks like Ipmanchess's testing setup changed from when when there were no time forfeits for 1s+0, and retesting with the new setup does result in failures.
