Level lock #186

As I kind of explained in issue #185 I'll explain it here a little better.

Back in the days we used to sit a certain war with alts. 30-49 war (amhang valley) 50-69 war (Samji war), 70-89 (Wargo? war) and also a 112, and m11. We used to type in /respawn to lose exp to prevent leveling. An alternative for this would be disabling the whole losing exp system and implent a level lock system.

And its weird I guess it could be possible to say /noleveling and it just disables getting exp. But its pretty odd to me why not make the wars available to later levels? and just have everyone max level?

You mean m33s, in Amhang Valley? I think people rather have lvl 49s and sit there, maybe make a poll about it I dont know,

Oh and the reason I posted this on a different issue was because #185 was originally a different idea, he wanted to have an instant level system. So I thought making a new issue with a proper title was more organized.
