Implements a fake rsbb using the topics from here, the launch file in this PR can be used to start the restricted task 3. closes #63
adds the linked repo as a dependency so updated readme to include cloning the new repo as a set up step.
67 should be merged before this, I didn't need to make it a dependency but did... oops.
@NicolayP I don't know what to do to add the repo as a step in the docker, I am happy to do it but would rather do it when you are online and can assist.
