Simple change to ignore blank text entries on format_multiple_text_fields. One of our CSMs was having to do a lot of manual work an this will save them a lot of time. I didn't realize there were a couple other changes that snuck into this branch. Also includes changes to upload projects from csv to deal with language and a customer simplification to allow an ignore terms file when creating a project which would previously have taken two separate commands.
