I just tested it once again on the Windows 10-PC after it worked immediately on the old Win7-Laptop. And now it works on Win10, too.
After several hours of trouble-shooting. And honestly can´t say why, except that the rudder previously ran on Windows 7.

After a little odyssey of troubleshooting, the fear has come true now. The rudder system including Arduino are error-free. On a Windows 7-Laptop, the rudder immediately provides data in the control panel of Windows and also the tool "DIView" when using the Jumper for activating the calibration.
On Win10:
I would be very grateful for help. I need it running on Windows 10.
