Add comments to CSV files

I tried a file of the form:

# this is straight from the webpage
obs_id=1191828584, job_type=c, timeres=20, freqres=20, edgewidth=80, conversion=ms, allowmissing=true, flagdcchannels=true

and it failed with:

kaplan@nano:/mnt/astrodata/MWA/KSN2015K$ mwa_client -d ./ -c default.csv
Error: invalid cell format, must be key=value, Line num: 1

it would be nice to allow some sort of comments in the files
