Why it wouldn't? ;-) It is part of several projects (both oss and commercial from what I know) thus it is in use. Low activity probably comes from fact that most of project adopters is either ok with its present shape or is not able to move it forward. BACnet specification is released every couple of years, but changes include rather things beyond core which is covered by bacnet4j.
