City drop down doesn't show all cities anymore #324

After I select to view 'chicago' and it decided to pick 'cleveland' instead (see issue #322) Then the dropdown only shows me two options instead. Before I had seen many more cities. Not sure where they went.

not all cities are activated. What cities do you want activated?

I think all of the cities that had been identified for the bus tour should show up in the list, but active cities for now should just be those that actually have causes that have content. We should check with Joe

Tia could activate them in the admin backend. Cities also need an image
