For example, If I select Cleveland and Cleveland is not an active city, I should see the coming soon page for Cleveland but in the nav I should still see the prior active city selected, e.g. Chicago.
The reason for this is, so that when you navigate back to the home page that the home page content stays relevant to the city that appears selected in the top navigation.
