When a need expires, should relinquish status as primary

I'm trying to update Primary Focus in the cause portal so that 100 Volunteers is the primary need, and neither donate money or promote are marked as primary, but clicking save is making it error out as if there is another primary cause. However, there is a past need that is there that might be causing problems.

I can't find the past need in the database though in order to delete it either, but the default behavior should be to relinquish status as primary when a need expires.

Seems to be even weirder bug, in that it does actually update the cause page, but I can no longer get to the edit/needs page as an admin.

I changed the primary goal for Future Founders Foundation to volunteers instead of promote, and the cause page looks like this:

but if I try to navigate in the cause portal to the needs page, I get:

Removing the primary in active admin, I get back to this, but can then no longer set anything to the primary without returning to the above state.
