Add support for limiting per-user access by taxonomic group #114

This would have to happen through the Master List -- the simplest way would be to give each user a list of datasets they could edit, but we could just as easily implement that on a per-family basis.

Also: it would be much easier to implement if every user is allowed to access every vernacular name, but not to edit them.

We could potentially also limit by "Species Group", e.g. https://github.com/MapofLife/api/issues/11
