Make /coverage SQL faster #70

We're seeing some timeout errors on /coverage as the SQL call hits its one minute timeout. So we need to make that SQL faster.

This is currently higher priority than anything else, so work on this first.

Possible stop-gap: since counting every dataset appears to timeout, we should display stats on only a single dataset at a go. Or maybe per language, with English as a default?

Coverage seems to be working slowly but completely as of @b4c564c3dcaa2, closing.
