Change NomDB into a Google App Engine module

When all of MOL will fold into modules, we need a standard prefix. We're going with "/names" for now, but we might change this at some point.

• [x] Add 'module: names' or whatever to app.yaml. -- done, used 'nomdb'.
• [x] Rewrite all routes to start with "/names"
