Check for changing from lobby to first phase of the game is only on whether all the players are ready.

Secret Hitler requires a minimum of 5 players

Minimum players 5: 5 & 6 -- Fas: 1+H (additionally - fascist & hitler know eachother) 7 & 8 -- Fas: 2 + H 9 & 10 -- Fas: 3 + H
