Implement msl-runon and m20-runon which will list sequences run on a particular sol and given instrument. Won't work for MastCam and MAHLI.

Implemented both as msl-run-on and m20-run-on. Prints a sorted list of sequences.

Adding option to print image counts by eye (left/right) and total.
