Add license and collaboration hints

Add a bare bone readme that for now only includes

• under which conditions one can contribute
• license

Since this is sensible for the project, i let you do and decide upon all this @markrekveld - but we should make this transparent from the start IMHO

For sure, I added the Apache License 2 since that is my goto license. But if you feel a different license is better let me know.

The readme for sure needs to be added, my current readme of the Bitbucket Pipe is "useless" but you can look at the different Variables listed in that readme since those are the environment variables this "default" cli wil use

I care about the usual readme stuff, just add the collaboration section for now. How you expect people to contribute, and if and so on. This is something you should decide on. Building, project descriptions, how to install i can add later

I'll start writing something up, in general, just "the default be good and nice" contribution requirement will do, but I'll search a bit to see if I can get some inspiration
