Describe the bug

Changing wallpapers hides foreground homescreen widgets. Respringing brings them back.

To Reproduce

Steps to reproduce the behavior:

  1. Add a widget to the homescreen foreground.
  2. Change wallpaper
  3. Watch widgets vanish
