Create Elevator subsystem that will move the claw up and down with a motor

[x] Create Elevator class, derive Subsystem
[x] Add Talon that controls motor (ID 7)
[x] Add encoder to Talon
[x] Command to set elevator to one of four positions:
- SCALE_HIGH
- SCALE_LOW
- SWITCH
- DOWN
