Update Board and Committee appointments for FY23 #871

These changes have been made in Legistar. Is it possible to get these updates by Friday, 7/1/22, in the areas where they need to be done manually? Committee assignments are in this PDF: Board Committees - July 2022 - June 2023.pdf

Hi, @shrayshray – Just ran the person import to bring in these memberships. Needed to fix a little bug, as we haven't previously needed to handle memberships starting in the future, but everything should be in place for the new assignments to appear on Friday! Let me know if anything looks amiss today.

@hancush - additional update: Paul Krekorian is no longer on the Construction Committee. I made this change in Legistar.
