Dependency upgrades are complete. Now, we should launch them.

[x] Bring in https://github.com/datamade/django-councilmatic/pull/282 and cut new release
[x] Update pinned django-councilmatic dependency
[x] Provision RDS instance and update configs
[x] Spin down server Postgres
[x] Provision Elastic IP
[x] Create and QA production instance
[x] Bring in https://github.com/datamade/la-metro-councilmatic/pull/895
[x] Have Metro update production DNS to point at right-sized production server

Connects #846, #691, #792, #859.

Hannah will check email to see who updated IP / DNS last time and work with Shelly to determine if that's still the right point of contact, send over new production IP this afternoon for launch tomorrow morning.
