FTToolsLauncher cannot run test under non-ANSI path #9

Micro Focus internal defect ID: 532060

Steps to reproduce

  1. Create a parameter file and set parameter Test1=C:\\temp\\中文\\GUITest1 which contains the non-ANSI characters
  2. Run FTToolsLauncher command line tool with the above parameter file
  3. Failed to run the test and the console showed the path with wrong encoding like C:\temp\ä,-æ??\GUITest1
