Add measures and requirements #66

Description

In this PR we:

Add a bash script to automatically fetch the measures and requirements from Algoritmekader from branch release-v1.6/beslisboom-taggen and remove them after converting them into a yaml
Add 3 python scripts to convert the mkdocs into the desired yaml format
