Describe the feature

Change the anti-spam to be 3-4 similar messages within 10-15 seconds (just an idea). The cooldown for other users seems to help with other types of spam for the most part except for bots.

How the feature is useful

Spam is probably the biggest problem in the lobby or at least the most annoying for everyone to look at which can lead to negativity which is not what we want. blocking spam even before a mod has to deal with it keeps the chat cleaner.
