!topic command to encourage positive conversations #847

Describe the feature

A !topic command for #general to move conversations on from going bad or in a direction which isn't necessary. It will pick a question from a long list of questions and post it into the chat in an embed. Here's an example: "What do you like about Minehut?"

..the questions can be suited to relate to Minehut in their entirety or can be broad and allow any type of questions, like: "What is your favourite color?"

How the feature is useful

This command not only keeps the chat active but allows the community to get to know eachother well. Similar to a popular activity in schools (Ice Breaker) it allows people to get to know eachother and break the silence, it forms a better environment. The Minehut #general chat should be for everything involving the community, as well as the game. This will benefit all users in the chat at the time of the command's execution as it will spike conversation. Adding onto the benefits, I'm sure it would make the chat a better place to be as it's usually quite negative (sometimes, but not always). I recommend a command cooldown of 1m, as not to be 'spammy', 'annoying', 'disruptive' or 'excessive'

Thanks for the feedback on it, but what do you mean by useless if you're on board? The main point of it is to have a use so I'd hope others would agree with the use I outlined - reviving conversations and adding positivity to convos
