CVuniverse has ability to take cut parameters #3

Make CVUniverse so that it can accept a map of parameters configure by json,

Also look into having CVUniverse have an init method that allows you to pre-calculate important quantities that will be reused.

So a global init at start for parameters and a per event init for calculations
