Small changes to batch submission. Big change to the definition of recoil in CVUniverse to restore what was used by Amit. This will change efficiency of the recoil cut by + 10% ish but is the right thing to do.

Looks good to me. I'm okay with merging to main. I'd like to do it sooner so I can fit the backgrounds using the new recoil definition & binning and get some closure testing done.
