Implement a systematic that can add an offset to recoil #47

This is only for resonance events. Apparently was varying the recoil by 30 MeV? Make the # configurable using Sean's new code.

Maybe consider looking at a low-Q2 suppression as another option to test. Rick saw some good results from this in Dan's analysis, as I gather. Marvin also tried the *25 MeV shift on recoil for resonances for a similar effect.

I'm looking at setting up another option for a systematic in Systematics.h (in my bkg-subtraction-nhv branch), but I would like some guidance on how to do that properly.

Could use mnvtune v2 which adds a low-q2 suppression on resonant events (see LowQ2Pi stuff in mnvtunesystematics in MAT-MINERvA).
