Minimize user accessibility to PASS1B-06 data included in second consortium release #194

With the availability of the latest PASS1B-06 data being made to users via the Browse Data page, from which users can browse/download the selected files of their interests, the PASS1B-06 data included in prior Internal Release 2.0 is now out-of-date.

To minimize the chances in which users may mistakenly download the out-of-date PASS1B-06 data from the Releases page, we will update the Releases page UI to inform users about the data status and direct them to the Browse Data page for the latest revisions.

A discussion with Matt has led to the decision to suppress all prior internally released data download links and to treat all prior internal data releases as outdated, given the availability of most up-to-date PASS1B-06 data and soon-to-be released up-to-date PASS1A/1C-06 data.
