Connects to #237. Contact form. #254

Key Changes:

Added browser-based contact form on Contact Us page
Removed other prior contact information due to the addition of contact form
Clicking the Contact Us top nav menu item triggers a GET request to warm up Cloud Function backend
Bumped versions of React app's dev dependencies
Bumped version of Circle CI docker image

@cteng585 I really appreciate you taking the time to review and comment on this PR.

I am aware that the implementation does not verify the email address besides validating the format of the entered value. If I am not mistaken, email verification is mostly a paid service. While it is a useful tool, it has other shortcomings.

Excellent suggestion on resetting reCaptcha! I will make the change so that it is reset when the form is reset.
