Add CI/CD pipelines #315

This PR adds CI/CD pipelines. Unfortunately, I can't run a complete test workflow until after the PR has been merged into a main branch.

Additionally, this PR does not introduce any of the "triggering" mechanisms. Those will be added at a later date.

This PR closes #130
