Key Changes:

Added a new "Data Updates Signup" menu item in the "Data Access" top nav link dropdown menu. This new menu item opens a Google Form for anyone to subscribe to MoTrPAC data updates.
Added document titles in the <head> element for a number of pages to improve user navigation experience and Google Analytics tracking.

Looks good to me. Just noting here that the Data Updates Signup drop-down missing from the navbar for logged in consortium users is intended behavior.
