[CONFIG] Option to disable the "tweaked" spawnrates #21

Add an option to change back the spawnrates under "Run Scaling" in the config please! I prefer the vanilla spawnrates and would like to configure it back to vanilla without having to remove the mod!

Spawnrate changes are tied to the Linear Run Scaling config option.
