This pull request

renames the package to robust_fourier
drops the Cython implementation of the Hermite functions (now hermite_function_basis and HermiteFunctionBasis solely rely on NumPy and Numba (default if available))
all files (documentation, core, tests) were refactored accordingly

Implementes the changes in #21 and #22
