Adds a hyperlink from address in header and menu to open arweave.app

This one is good, but you can't currently sign in with arweave.app. It's not to a point where it actually works for dApps. Let's hang onto this one until the arweave.app integration is working.

Possibly swap it with a https://viewblock.io link instead?
