Thanks to an e-mail from N4ZQA, it was noted that the state of Virginia (VA) was missing from the awards lists. I believe it may be missing from the table that designates award names.

Confirmed, VA is missing from the state/prov table in the static database table and in the moqpdefs state list variable.
