Update FIRMS tiler to use pre-authorized DAAC approved role. #3

LPDAAC recently deployed a Cumulus upgrade which broke the s3credentials endpoint. As a result our NASA FIRMS tiler was unable to access HLS COG files in the LPDAAC S3 buckets and tile requests were failing.

VEDA has been working to obtain cross-account roles with direct S3 access to LPDAAC resources in us-west-2. We should try to obtain a similar role that can be used to manage access for our NASA FIRMS tiler.

@freitagb @OopsAllErrors can we coordinate with Alexey to push this process through?
