Creating a new branch for the summer 2023 NEON tutorials

Hey @danicalombardozzi , this looks like it is correctly set up to merge into the NEON_Tutorial_2023 branch of CTSM_Tutorial! I think that's a great start to have those main three notebooks and then we can add additional notebooks.

I don't have admin privileges, so I'm not able to add myself as a reviewer or merge this in, @wwieder can you update my permissions in the security tab or help us by merging this in so that we can all continue to work on the updated branch?

Thanks for making sure this looks correct @TeaganKing! It isn't intuitive to me whether I can update your permissions, but I was able to merge the pull request.
