Suggest movign documentation from readme to github.io page #74

Given the growing amount of documentation around rwrfhydro, it seems like creating a github.io page would be a good way to document this project

We need to have a larger conversation about public documentation, github repos, github.io, the current web site and building sites outside of the ncar project website, statistics and trying to keep things in two places (not recommended).
