Enabling glossary href handler results in server 500 status

Issue description

Something in the runtime environment has changed since #3 was completed. Builds with the glossary href handler code no longer run, yielding an http 500 status result instead.

Steps to reproduce the issue

1. Build the latest code from develop
2. Go to /clinicaltrias/NCT04267848

What's the expected result?

• Redirect to either a clinical trial detail page or the equivalent page on clninicaltrials.gov

What's the actual result?

• An HTTP 500 status is returned.
