Change name of Manifesto to Charter (pending other names)

Context :

newmindflow — 05/04/21 at 11:06 PM Really appreciate the work @stephen.rowan , but must it be called a “Manifesto”? As someone who spent part of his childhood behind the Iron Curtain I’m severely allergic to anything that sounds communist related. What about “Platform”?

Troy — 05/04/21at 11:30 PM Point taken. That was a term that come out of one of the meetings. The other terms are a Constitution or Charter (which can be >used synonymously). We want a formalised document (1-3 pages) that founds our values and processes clearly for all parties, >with input from the community. Platform may be too broad a term for this purpose. @stephen.rowan can we change to >Charter? (I don't want to get too hung up on the name of the document - moreso the contents)

All references to Manifesto changed to Charter

Except Pull Requests (People who have raised issues themselves using the term "Manifesto ").
