This PR moves the centos7.6 Dockerfile that @serbinsh authored out of the development directory and into it's own directory. The Dockerfile file successfully built the image on my personal repo and locally. Note the generated image is extremely large at nearly 8Gb. I will generate an issue to flag that we should attempt to shrink the size of this image.
