Version 0.0.0 fates-ctsm dockerfile merge

Description:

This PR merges in the first official version of the fates-ctsm dockerfile. Also adds in some additional structure and files.

Details

This PR is intended to be the v.0.0.0 for the fates-ctsm docker image. It adopts @serbinsh original ctsm_container dockerfile whith some minor updates.

The following issues are addressed:

• Implements a .cime directory to address #18
• Addresses #20 that came up with https://hub.docker.com/r/ngeetropics/testrepo testing

This also includes the addition of an archive with older Dockerfile and configuration files for posterity.
