Design and implement connector for Janeway statistics

• [x] Implement NGLP Analytics-side connector to pull stats from Janeway (e.g. in daily batches)
• [x] Implement staging area where Janeway stats are queued to go into the import pipeline (e.g. serialise them into files on S3)

From our discussions:

• Janeway has a plugin architecture which is a wrapper for Django Reusable Hats, which means we can build a stats plugin on top of it
• Stats plugin can/should integrate directly with our Event API

Question: Do we have a requirement for Historical data import?

Question: What events do we need to track in Janeway. @richard-jones and @DhileasHeywood to refresh the documentation on events for WDP and identify the events relevant to Janeway (will open a separate issue for this)
