Specify a small initial number of reports to provide our first "vertical" implementation

Select around 3 of the reports, and run through the process of specifying and designing them, and then do preliminary implementations as per #44 for review by the team prior to making decision in #29

I've selected the following 3 reports as a reasonable cross-section of those required which will give us insights into the key report types and objects:

We discussed the approach here in the NGLP team meeting and agreed that this approach and these reports make sense.

We agreed at our last meeting that G031 is a special case of G001, so we would focus only on G001 and G014. These are now fully specified, and prototype implementations have been made.

@Pcolar I'm assigning this one to you too, so you can review the prototypes and tell us if there are any changes to the specifications. I don't think Sarah is on the github, so I can't assign to her, but I expect she will want to sign off on those reports.
